The Network And Operations/Support Center...

To meet the primary project objectives we identified four primary services common to the average applicant selected for rural technology development and system deployments. These new communication technologies will improve the access and quality of services while creating immediate cost saving benefits to the rural population centers that choose to participate in this program. The long term goals for this project are the creation of family wage employment opportunities through the economic development of the rural markets we open for service during our first 10 years of operation it became clear to the Community Public Broadcasting staff that the only obstacle to expanding our service area was the lack of qualified manpower in the rural areas we had targeted. Training was a long process and the travel created a major increase in the cost of production. We knew the Internet could provide a cost effective solution but the rural infrastructure was still based on dial-up access and the technologies had not evolved to the level our applications required. When it was announced in 2001 Rockaway Beach would be the landing site of the World Com trans Pacific fiber cable we new that remote operation our automated production/broadcast systems could become a reality. We had established relationships with the government agencies and private companies that manage and control access to the fiber backbone network. We have selected a site that will provide unlimited bandwidth, utilities and the space required for the first 10 workstations. Our primary goal is to find a partner like Polycom that manufactures a high quality line of video conference system that we can integrate into our video production/broadcast system applications. We listed Polycom systems that will allow us to accomplish all of the functions required for remote system operations using just one mid priced “Hi-Pro” computer. All production, editing, post production, encoding and file transfers needed to broadcast a community’s government meetings on local cable and the Internet along with providing video conference services when needed. This would provide the Polycom reseller with over 80% of the sales revenue and increase Polycom’s revenue and job retention as our companies adjust to a new economy. We support this because it will allow Community Public Broadcasting to focus on our core services and goals of creating long term employment and improving the K thru 12 technology programs and resources as outlined in section 1 of this document. We have started the registration process with the Federal Government and when completed, which will be no later than April 17th, Community Public Broadcasting will be eligible to apply for stimulus grants and low interest loan programs to fund client system purchases along with the operations facility and infrastructure costs should they be required. We have even found some private sector funding that consider financing rural municipal and county governments purchase of this cost saving technology to be a safe investment in the current economic climate. We have an 8 county marketing program and sales strategy that when successfully completed we would expect our partners to follow with a national sales effort using the resources Community Public Broadcasting brings to the table.

Community Public Broadcasting has partnered with ooVoo LTD, a leading global provider of Video Conference and Communications network services, which provides CPB with the Internet backbone access required for the development and certification of all video based multi-media applications these inovative companies are bringing to underserved rural American markets. The ooVoo network gives CPB the IT/IP foundation required for the remote delivery of support services along with routine and mission crirical opperations. This has allowed CPB to locate their regional opperation centers, (and resulting family wage employment opportunities) in rural communities throughout Oregon. This levels the playing field and makes any rural location with consumer level broadband Internet access a prime location for the employment development goals of this program. It also allows CPB to adapt their Oregon business model so it can be used to create technology based economic development programs to underserved rural communities across America.

Community Public Broadcasting, using the many resources and options available with the ooVoo multi-media IT/IP video based network, CPB engineers have created the delivery model that provides a full service technical support and operations package custom designed to meet the specific needs of the facility and related local service installations along with all of your community's long term economic and employment development plans for future . The Rural Technology Access and Employment Development Program offers all program participants a variety of training options that are adapted to best serve your community's unique profile created with the information provided in the local needs assesment and resource survey conducted upon approval of the clients program application. Participating local staff are trained to have the skill sets based on the levels and standards selected by the cliants.
