The project objectives as outlined in this web site identify four primary service areas for rural technology development and system deployments. These new communications technologies will improve the access and quality of services while creating immediate cost saving benefits to the rural population centers that choose to participate in this program. The long term goals for this project are the creation of family wage employment opportunities through the economic development of the rural markets we open for service during our first 10 years of operation it became clear to the Community Public Broadcasting staff that the only obstacle to expanding our service area was the lack of qualified manpower in the rural areas we had targeted. Training was a long process and the travel created a major increase in the cost of production. We knew the Internet could provide a cost effective solution but the rural infrastructure was still based on dial-up access and the technologies had not evolved to the level our applications required. Conferencing and IP Telephony Solutions can be customer premise based and managed by the service provider or hosted completely by the service provider. These offerings leverage the service provider’s skills and services in areas such as design, implementation, configuration, maintenance, monitoring, network access and routing while enabling the enterprise and the SMB to focus on its core business.

Our system solution provides the automated video production features required for Internet Television broadcast applications. We have  listed  systems that will allow Community Public Broadcasting  to accomplish all of the functions required for remote system operations. All production, editing, post production, encoding and file transfers needed to record, archive and broadcast community programming along with government meetings on local cable and the Internet. These features are included with all video conference and client support or operation service packages.

Community Public Broadcasting will focus on our core service goals of identifying and developing all long term employment opportunities this technology can make possible in rural locations. Improving the access to the resources required to create  8 thru 12 technology programs and  "Distance Learning" conference and on-line lesson and study guide support. The Federal Government has dedicated funds for rural communications technology and employment development programs. The technologies and features outlined in this project guide and resource web site are all eligible for funding through the economic redevelopment and stimulus act grants and other funding sources such as low interest loan programs to fund system installations and facility operations/infrastructure costs should they be required. We have even found some private sector funding that consider financing rural municipal and county government technology investments to be a safe move in the current economic climate. So the current state of the economy is bringing new opportunities to rural Oregon. The time to act is now.
