Our goal is to add multi-media and network services to the program exposing students to Internet based communication technologies and service applications to the current curriculum. This expands student continued education and employment/career options to the 97% of the communications industry not involved with entertainment. From lesson plans and on-line study guides to guest speakers and resource access, Community Public Broadcasting options to rural students that until now were only available in the major population centers. Community Public Broadcasting is working with the Tillamook High School to expand the program concept and resource network to eventually include complementary subjects such as math, grammar, history, business and related computer technologies.

Internet Based Telemedicine Applications...
Internet based Telemedicine applications: created by CPB use a home based delivery model for a variety health care services and patient monitoring scenarios. CPB is working with some of Oregon's leaders in the health care industry to get these applications into the appropriate government testing and certification programs so these procedures can be approved for general use and insurance reimbursements. Once in general practice these hi-tech applications offer the benefits of improving the variety and access to health care services in rural Oregon while reducing the net cost of delivering those services by 30% to 70%. CPB hopes to have the selected procedures in full test mode for certification by the winter of 2010.

The project objectives identify four primary service areas for rural technology development and system deployments. These new communications technologies will improve the access and quality of services while creating immediate cost saving benefits to the rural population centers that choose to participate in this program. The long term goals for this project are the creation of family wage employment opportunities through the economic development of the rural markets we open for service during our first 10 years of operation it became clear to the Community Public Broadcasting staff that the only obstacle to expanding our service area was the lack of qualified manpower in the rural areas we had targeted. Training was a long process and the travel created a major increase in the cost of production. We knew the Internet could provide a cost effective solution but the rural infrastructure was still based on dial-up access and the technologies had not evolved to the level our applications required.

Use the "Solutions" sections of the web site to explore the many options a complete line of turn key equipment and system designs for video conference and managed media applications. Our "Hi-Pro" line of custom work stations that when matched with a select Polycom system solution provides the automated video production features required for Internet and local cable Television broadcast applications. We listed Polycom systems that will allow us to accomplish all of the functions required for remote system operations using just one affordable “Hi-Pro” computer work station with 3 year warranty. All production, editing, post production, encoding and file transfers needed to record, archive and broadcast community programming along with government meetings on local cable and the Internet. These features are included with all video conference and client support or operation service package.

Community Public Broadcasting will focus on our core service goals of identifying and developing all long term employment opportunities this technology can make possible in rural locations. Improving the access to the resources required to create 8 thru 12 technology programs and "Distance Learning" conference and on-line lesson and study guide support. The Federal Government has dedicated funds for rural communications technology and employment development programs. The technologies and features outlined in this project guide and resource web site are all eligible for funding through the economic redevelopment and stimulus act grants and other funding sources such as low interest loan programs to fund system installations and facility operations/infrastructure costs should they be required. We have even found some private sector funding that consider financing rural municipal and county government technology investments to be a safe move in the current economic climate. So the current state of the economy is bringing new opportunities to rural Oregon. The time to act is now. Follow the steps outlined in this guide and then schedule an appointment to get the process started for bringing state of the art technologies to your rural community.
